Would only two cardinal tetras be okay together?Or do I need more than that?

I believe your tank is already over stocked...are you planing a second tank

yes ur tank is already overstocked, and you would need at least 5 of them

Sounds like you are the one who needs to visit Petco! Cardinal tetras need to be in a school of their own kind, 6-10 or more is best! If you start out with 10 you will be lucky to end up with 6-7 after the first week, but they NEED a well cycled tank with good water conditions.
Are you still checking your ammonia, nitrites and nitrates in your 12 gal? Sounds like maybe you need to up your water changes.

I have 3 cardinals and they are fine, the LFS didn't have anymore so I'm waiting to buy 3 more once they get them in. they have been in my tank for over a month and even survived an evil mini-cycle. I find these are quite hardy, I had a few fish die in the cycles, but not them
