Worried About Sick Rainbowfish

I have a sick rainbowfish and swordtail in my 40 gallon planted tank
Nitrate is below 20ppm. I change ⅓ of the water every sunday. The rainbowfish is a female and has one red gill with a growth on it and is swimming near the surface. The tank is heated and cycled.
The stock is 5 dwarf neon rainbowfish
5 black ruby barbs
1 lyretail killifish
1 apistogramma borelli
1 swordtail
I added 4 packets of API general cure this morning. Last night I noticed that the female rainbowfish was at the surface trying to breath, non of the other fishes are doing this. two weeks ago I had a female killifish die from a red spot on her underside. The swordtail I noticed this morning is laying on the bottom.

Hi, have you checked for ammonia? red gills & gasping for air at the surface are common indicators of ammonia poisoning.

It would be however only one fish is at the top and only one gill is red, most of the other fish are doing fine. I also did a 25 percent water change today if that helps anything.
