Worlds Most STUBBORN Diatoms

My 50g fresh water tank has been going strong for 4-5yrs however diatoms have always been there.
The tank has 8 hours of light a day
Nitrates are low below 20ppm tested today
I even got a phosphate test now the phosphate test is hard to read but it’s somewhere between .25 and .5 I would say maybe up to 1ppm but I don’t think so definitely not higher than 1 though
For a while I gave up and let the diatoms take over but recently I’ve scrubbed everything and it’s receded for now but still atleast once a week I need to scrape it off the glass what can I do to keep it gone!

Maybe a three day period with no light. And then shorter time with the lights for a little while afterward.

No live plants
Only stocked with 6 boesman rainbows
And 6 Congo tetras
No fertilizers or co2
