Winter Puppies

My neighbors english bull mastiff had a litter of 4 puppies on Sunday night. The puppies are a mix of either a lab, german shorthaired pointer/some hunting dog like that, or something else. Their dog is about 1 yr old and they were planning on breeding her later on with a purebred. I have tried for a long time to get them to spay her but they won't. Same with their cat that's had 7 almost back to back litters.
They finished a large welping box last night(thought pups were coming after christmas or so) and got a heat lamp. Sadly, one puppy died, whether from the cold or mom crushing the pup who knows. 2 out of the 3 are dehydrated with skin that sticks up if pinched gently. I told them to make sure those 2 and the 3 get plenty of nursing time and such and to add 2 more hat lamps and blankets. The momma dog has short fur and shivers from cold sometimes and the puppies sometimes kinda cold too. I've told them to get puppy food for mom and feed her a bunch more.I don't think momma is producing much milk.:/ she is skinny to begin with and now has puppies when she's still a puppy herself!!

It snowed Tuesday and is now at/around 0 degrees outside, puppies are in garage. I told them to bring them in, idk if they listened. How would you guys go about this situation? Idk what all to do. Btw they. have younger kids in the house and a 9 week kitten and 2 cats roaming. Do you think they'd be okay in garage with extra lamps? Considering they don't give their animals shots or fix them, we've been tempted to call animal control-also because they hardly ever feed the cats and dog only once a day. Cats had 7 atleast. Help?? I don't want to see another pup die:/ or another cat be born only to have a hectic first 2 months then end up with random people and probably eventually a shelter. I've already taken a cat from their 1st litter 2 yrs ago.(calculate that and its 4+ litters a year)

Unfortunately, you are in a tuff situation that is out of your control. You can surely offer suggestions, but if the owners choose to ignore them, I would report any neglect or abuse to your local humane society.

Irresponsible pet owners make me very cranky.

To me it looks like you have 1 choice and 1 choice only, a quick call to the RSCPA or whatever you have in the states nearby you as long as its not PETA.

I believe that people can do whatever they want to their pets include making them wear really bad people clothes as long as they take care of them and don't abuse them. However when they do abuse their pets ( By this I include pet shop death cups.) or don't provide for them they should be charged to the full extent of the law no matter what the pets are.

If your neighbor is open minded there are rescue associations that could help them and offer discount vaccines and spay & neuter programs.

I'd call the local humane society. Just make sure they're a no kill. A lot of kill shelters will just put down newborns because of the work and money entailed.

I would absolutely report animal abuse on their part.

Sigh. I haven't heard from them today, just hoping they put them inside or something. I know it'd be best to call aspca but they're my neighbors/friend/I babysit kids and pets for themm all the time... Idont want their dog taken away as they all love it, so idk. The spaying and vaccine part I'm all for! They did get one kitten they kept neutered/got needed shots to do so. Idk if dogs had shots. It just frustrates me that I can't do anything without pretty much ruining our neighbor friendship stuff. They've already had animal control out when dog was roaming neighborhoods and they got a complaint, they knew automatically who it was and I don't want them to know it was us that called...

Am I being paranoid/worrying to much? Idk.sorry for incredibly confusing post...

They would never know it was you that reported them.

If you're not part of the solution, you're part of the problem. That's the reality of it. Sounds harsh, I know.

It's VERY confusing because on the one hand, you describe abusive behavior and on the other hand, you say they love their dog. It can't be both.

I was told puppies have been moved into the house in the basement Sound's like they listened to me there!!

It's not that they purposely do things wrong, it's that they simply don't know better or at least think they do. The kids all love the dog-well at least 5 out of the 7(2 are older..) They did build the whelping box, get a heat lamp and move them indoors, so I think they're getting there! I hope the 2 aren't still dehydrated, but I can't go check right now. I'm doing what I can in regards to helping them solve the problems, at least before animal control becomes involved. Also, they would find out; especially in this neighborhood. I'm pretty much known as the 'animal girl or animal/pet sitter' here that everyone goes to if they find an animal or need them watched/need help. I'm pretty sure none of the other neighbors would care enough/know enough to call. The other neighbor did only because the dog was on its property pretty often(I used to not be able to even walk our dogs without it chasing after me and my semi- dog aggressive dogs(who are now friends with this dog and becoming friends with others. ) But they got a shock collar for her so all is well now.)
