Rinse the new gravel or gravel from an old tank? And rinse it in what, tank water or tap water?

Yes definitely, don’t rinse the gravel in tap water. Only rinse in tank water. Also needs to stay submerged in tank water until you transfer it to the new tank for it to keep the beneficial bacteria. If it dries out you’ll lose the bacteria as well.

If your old filter / media is used there is no need to.
