Will A Small Red Ludwigia Stem Grow In A Cup?

I have Red Ludwigia in a 20 gallon high and it keeps getting too tall, so I keep cutting it in half. After I cut it in half the other day, a little piece of stem broke off and I noticed some very very very small leaves were starting to grow out of the side of the stem. I have now placed it in one of those containers that petsmart sells moss balls in. I filled it with water and then added, Flourish, Flourish Iron, and Flourish Excel. The water is about 75 F. It is placed next to my aquarium light and is getting some light too.

Will it grow, or do I need to do something else to try to save the baby leaves?
