Will a missing fin grow back?

When I got my young German blue ram the spike part of the fin on it's head was completely gone. From there the fin kind of folds down a bit then comes back up near the back. (I would add a picture but I'm not sure how). I don't know if it was nipped off or born like that but will it grow back as it gets older or stay like that? I heard that torn fins grow back but will a missing one?

It should grow back with great water conditions, water changes, and proper feeding

Add API " Stress Coat " to the water.
It should help the healing process

Good morning,

As mentioned above, keep your water as pristine as possible and the fish fin should mend on its own, however, if the damage is severe, to the meat of the fish, then it may not grow back period.

Nipped fins are pretty much part of the hobby.
