Will a colony of about 8 red cherry shrimp breed in a 30 L bi-orb?

They should if their basic needs are met.

Yes. No problem as long as you add a heater and add a tube guard otherwise the babies are going to get stuck in the filter.

I will say a biorb has a very strong current and it just might be too strong for the shrimplets:

Yep. If you give them some plants they should feel secure and should breed.

I don't think you necessarily need a heater, depending on the air temps in your room.

My Bio Orb (years and years ago) didn't have a strong current. You can always not use the filtration they have and add in a sponge filter. Great for shrimp tanks, as they're safe for baby shrimp and shrimp feed on the material that collects on the outside of the sponge.

Agreed, live plants would be very much appreciated by the shrimp. The plants will provide a home for many small organisms that the shrimp will feed on.

RCS do best in low to mid 70s. A heater won't help keep it at 74 F if the room temp is 78 F, so a heater won't solve your problems in this case.

Water also changes temp much slower than air. How much is your room fluctuating?

I still stand by my statement - for fish and inverts that prefer cooler water, a heater is not usually necessary unless your room temps are much lower than what they prefer (which isn't often the case for cool water fish). I don't use a heater in my RCS tank.
