Why isn't my filter working?

I have a 30L aquarium. Since doing a 25% water change my cf40 sponge filter is making a crackling noise and isn't working. Any ideas why?

 

Try to unlug it for 10-15 mins

And I suppose there's water in the filter system right?

Or something could gotten into the motor and jammed it be careful playing with filter though that's where all the good bacteria is for your fish

 

Yes I've had it submerged in the water for nearly 2 hours and still making noise

Check the impeller for something in it.

 

That's what I would say maybe a piece of gravel or part of a sponge if you have one if not I would deff check the out source power and if non above works leave it unplug for like an hour and if that don't work I would suppose you need to find the part broken and order it but you can prolly save your self time and money by just going to buy out of the store instead of taking it apart or look it up on the filter website and look up trouble shooting g
