White hair like algae on plants

Getting this hair like algae on plants . Nitrates are around 10 (orange). Frequent water changes and light 8-10 hours. 36 gallon and should have enough plants. Brown spots on some plants and this hair like on Vals and Octopus plants. Also having to keep brown off of glass. 50% water changes at least once a week. Very low tech with just occasional Seachem Flourish (maybe 4 times-not regular). Appreciate any help on how to control it.

FishPlanet

You can gently brush it of with a tooth brush. I leave mine on and over time, it grows to be a couple inches long and looks really nice. We all like it. :)
