White bubble on Damsel's head

My blue velvet damsel has a white bubble formation at the top of it's head. I quarantined him about a week ago when I noticed a small cyst like bubble on it's head but it was still blue. The cyst popped in the quarantine tank and the opening began to get bigger and bigger almost like rotting out down to the bone.. possibly a bacterial infection. I treated the tank with Maracyn Plus since I didn't have any Maracyn or Maracyn 2 on hand and the hole got larger and the left eye is bulging out of his head almost and today when I looked at him.. he has a white bubble-like cyst instead of the rotted out looking hole. I don't know what is going on and can't figure out what I need to do to treat it. I have him in a 10 gallon tank with an air stone and filter with no carbon. I thought at first maybe it was lymphocytis, then I started to wonder if it was hole in the head.. and now its looking really bad. So I need some help on what to do next...
