I just took my Black Skirt Tetras back to my LFS as they were harassing my RCS.
I'm debating on one of the following options to replace them:

    6-8 Harlequin Rasbora
    6-8 Glowlight Tetra
    6-8 Gold Barb
    1 Betta

It's a 25g tall with AC 70, Beamswork EA, BDBS, moderately planted with moss, fern, swords.
Besides the RCS there are a couple Black Loach and 5 Khuli Loach

Speaking from experience the Harlequins won't bother your shrimp. I've had mine for nearly a year and they've recently become one of my favourite fish.

The betta would probably harass the shrimp as well, but you won't know for sure until you add one in.

I've never had the tetras or barbs so I can't say if they would be a good option.

Harlequins are great and do not bother any one. Glowlights are also a good choice. I have never had them bother my amanos.

Harlequins and Glowlights are good with shrimp. Barbs and a Betta may bother the shrimp.

+ on Harlequins. Mine are slap-happy and never bother anyone. Pretty, too!
