Assuming the tank is fully cycled personally I'd add the Honey Gourami first as they can be quite shy. Followed by one of the shoals. Be sure to add otos last as they absolutely require a well established tank to do well.
You might want to think about getting more otos if you want them. They do well in schools of 5+, the more the merrier. You are going to want a ph of around 6-6.5 as that is what is a good average for the specific species you selected. You might want to put in the Congo’s second and the honey gourami first as they are more skittish and need more time to adapt to the tank first. They would be generally more hardy than the pencils and otos. Maybe even add the inverts first. You have a decent selection and it really is more preference at this point. They are all in the same general temperature range.
