You can find various kinds of frozen foods at most LFS's, but you can also just buy frozen seafood from a market.

If the puffer is large enough to requires clams, you can find the best deals at discount grocery stores. Frozen in boxes in the seafood section. If its a small grocery store and get in good with the owner or meat manager they may donate or heavily discount those that are about to expire/subject to freezer burn etc.

If it's a figure 8, grocery store shrimps and clams will be way oversized and messy; a frozen cocktail shrimp can feed one for several weeks if you cut off tiny bits at a time. I'd recommend freeze-dried or frozen krill (small shrimp) as an alternative, they're the perfect size for a figure 8 meal.

I've gotten a small bag of baby shrimp before, but its still too big. I do cut it up, but yeah, not the greatest way.
Check your local pet stores, they usually have the frozen food (even big box stores).
Frozen favorites in puffers in my home (F8's, GSP and Pea Puffers)
- Krill
- Mysis Shrimp
- Brine Shrimp (except my GSP - picky brat)
- Squid (again except my GSP)
I've heard others do daphnia, and the like. Of course Bloodworms are a popular choice, but not ideal staple food.
Another thing, get used to feeding from tongs, allows you to keep it somewhat clean (removing uneaten) and monitor their bellies. Plus its such a great way to interact with your fish. I've been working with other fish on this too.
