Just upgraded my 23g to a 45g! I put the 2 filters that were running on the old tank onto the new one and they’ve been running about 20 minutes. The old decorations i also switched over without washing but i changed my substrate. Am i safe to move the fish over now without fear of ammonia or should i wait longer? Right now all the fish are in a half full tank with no plants filters or heater so id like to move them sooner rather than later if i can

As long as you conditioned the new water you are good to go- and the water temperature is correct.

I would move them over. The bacteria is in the filter and there should be a colony in there capable of sustaining your fishes waste. When I upgraded mine I just moved the filter/decor/heaters etc over and then moved the fish. They were all fine. I did check the water for the next few days as I was quite paranoid. It was essentially just a large water change. Water was the same temp of course.
