So after I do a water change in my 29 gallon and put my concentrated prime conditioner in, is 24 hours long enough after to put in my tetra safe start? Or should I wait longer?

24 hours is long enough.

Tetra states 24 hours after using a dechlorinator. I've used the product a few hours earlier than that and it still worked but I'd recomment 24 hours minimum.

Ok thank you! And also as a very random question, do you know how to change a bibliography on the profile page? I can't figure it out

If you're talking about on the phone app, no I don't. I mainly use my desktop when I'm editing my profile at all.
