    Hello and welcome to Fishlore!
Maybe it's a type of slime mold?

Are they hard small nodules to the touch? At first I thought maybe the Cabomba was trying to hyper root down the stem like you sometimes see in tomato's, but you say all the plants are doing this? It has me scratching my head...:) Welcome to the forum G1M.

    Hi Elkwatcher,
Thanks, no they are not small nodule coming out of plants, but some thing like Algae which comes out of plants. I got a clue from my friend that it can be Freshwater bryozonas. Is it so? It looks like below in tank when attached on plants. 20190825_173708.

Weird I have seen slime/algae on plants but nothing like this maybe try bleaching them? That should kill anything trying to grow on them. It could also be a mineral build up but I don't think so as you have so much and the tank is semi new.

Here is a good guide on how to bleach dip aquarium plants this should solve the issue. You can also take a soft material like sponge and gently wipe this stuff off before you dip them that will help.
