What’s going on? He is like this 80% of the time

This is my fish Cheeto I recently got him from a friend a month and a half or so ago…I’m not sure if it’s a girl or boy but I’ve never seen a fish do this. He eats good, their water is changed And I just don’t know what’s happening…

The pictured goldfish has a swim bladder problem. It gulps in air when feeding, but something in the gut is not functioning properly. The air is not readily able to be released. Eventually the air escapes enabling the goldfish to swim normally.
I had a Tiger Barb with a similar issue. She lived with the disability for three years & just recently died.
There's nothing that can be done to remedy the situation.

Your fish has Swimm bladder disease. Some people have successfully created a swim hammock to help there fish with this issue.
