I will be decorating my 76 Litre (20 gallons) tank once it has finished cycling, I have a 16.3 Watt light in the aquarium. I have approx. 0.21 watts of light per litre (0.815 watts per gallon). With these really low light levels what plants can I put in the tank?

Wattage is not the only factor growing plants in a tank, but that might be another conversation.

With a basic light, you can try anubias, Java ferns, crypts, jungle Val's, bucephalandra.
Thanks for the reply, I am first looking at low light plants and then going from there. I am currently doing research into substrate so if I decide on a rooting plant I can hopefully give it the nutrients it needs.

Is this an led? Do you know what kind?

Low light plants not already mentioned are wisteria, Ludwig's, alternanthera reneckii, and any of the floaters like red root floaters or water lettuce.
Yes, it is an LED. It has mostly white lights in it but it also has a couple of blue ones, not sure what they do though.
