What kind of substrate is ideal for growing short grassy plants such as dwarf hairgrass?

Hi,
I am in the process of redoing one of my tanks, I was not satisfied with the gravel that I had when this tank was first set up and I managed to remove most of it today. I was wondering, what kind of substrate is ideal for growing short grassy plants such as dwarf hairgrass? The gravel I had was round and the pieces were quite large and smooth, planting was difficult since the plants would not stay in place very easily.
Any suggestions?

Fine sand works as long as you use root tabs and proper lighting

Using Organic Miracle Grow Choice as a substrate and capping it with either sand or gravel

Thanks.
I might try a dirt bottom tank. Does it have to be Organic Miracle Grow Choice or can it just be any soil?

It can be any soil just make sure when you buy the soil it doesn't have any fertilizer or vermiculite . That is why I suggested Organic Miracle Grow choice because I know that doesn't have any fertilizer. I've read from others, they use topsoil.

Soil works great. I had too many messy experiences with it so I switched to ecocomplete and not only does it look amazing, it provides my plants with nutrients. My rooted plants took off when I made the switch. It's a bit pricey though unless you purchase it online. Soil works just as good though. I just hated dealing with it after awhile. BTW, I capped it with sand.
