That's a double tailed halfmoon. The long dorsal and split tail fin is characteristic of double tails.

I was gonna say a Halfmoon Butterfly. Whatever he is, he's beautiful

how could I figure out how old it is.
That's a harder one. His fins are fully grown and his eyes are black so he's definitely an adult. Past that, it's really hard to tell.

OP asked how to tell how old the fish might be.
Oh didn't read the rest of it. Yeah it does look like a mature adult, but it doesn't look too old. It may have been fully grown for about a month before the photo was taken.

He is not a dragon scale, just the normal blue or "royal blue". As for how to age the fish, chances are he is a young adult, no more than 8ish months old. Most bettas will be mature around 6 months. You can't see the "hunch back" that many older males will get. Plus his pelvic fins arem't too very long, maybe just as long or a bit shorter than his analfin. All of this points to a young mature adult. He could probably breed at this age too.

If I had to guess, I would say he's between 6 months and a year old.

OK but if you see him in person he is pretty small probably about 2 inches.
