is that the base of a fake plant that you bury? I wouldn't use it if it is potentially leeching off that thing and into your tank. That is going to turn into a lot of problems down the line.

Id say probably just calcium build up or the resin just getting worn

Honestly, it doesn't look like anything serious.... you could just clean it off with a magic eraser and some water. It could be dried super glue?
