What is this fuzzy substance in my tank?

I did a water change and thorough gravel vacuum in my tank last night, so I was surprised to see this 1.5" patch of fuzz swaying in the current when I came home tonight.

Here's also a YouTube video of it (questionable quality):

Should I be concerned about this? Or could it just have been some kind of material that got turned up from the vacuum that started to decay?

That might solve the mystery of the appearance of that stuff on a flat rock in my QT. Poo and discarded food had settled about on it and I discovered tufts of this stuff on the rock after a few days and I was a little worried. (Ammonia tests have come back 0 every day)

SAPROLEGNIA (Fungus). An aquatic mold. Like a piece of fish food covered in what looks like cotton, breaking down the organics. It's normal in the aquatic environment. They are doing their job.

But you don't want to over feed and have too much of it as it can affect fish. So I've read. But we are always good at doing routine maint. :)
