What Is The Fuzzy White Spot On My Bettas Eye

I've been really busy lately and haven't had time to really take a good look at Steel (my male betta)
I suddenly realized that his tank is really dirty, I got worried and put him (and my guppy) in a small tank I keep for when I'm cleaning the whole tank. When I put him in there I realized there is a fuzzy white spot on his right eye. Almost like a white fuzzy mold. I don't know what it is and I feel horrible that his tank is that dirty. I am cleaning it out completely.
I was wondering if any of you could tell me what the white fuzzy thing could be? Also if anyone has good pics of fin rot that would be awsome. I don't think he has it but his find look a little off to me and I want to be sure

How big is your tank? Is it heated? Temperature of the tank? Is it filtered? Is it cycled? Do you know your water parameters? Can we get a picture of his affected eye? It sound like a fungus infection, but most fungus infections are actually bacterial. We need to see his eye though.

While I'm still new to fish diseases myself, I think it may be a fungus infection. The reason I'd say this would be because my molly also had a white fuzzy spot above/ beside one of his eyes, and I was able to treat it with fungus treatment. (Unfortunately, I seemed to have diagnosed it too late so he ended up getting too stressed and died soon after...) For me, I assume this was caused by lower temperature than would be recommended for a Molly due to my bad heater, but I can't say what's causing it for your betta.

His tank is a 5gal
We just got out of summer around here. So he did not have his heater on.
Around 75-80 degrees Fahrenheit
Yes, it has 2 corner filters but I have been unable to run them.
I'm not quite sure what cycled is, I haven't read a lot about it. But I haven't fully cleaned his cage in over 2 months. He typically doesn't need it.
I do not know the water parameters.
I'm sorry the pic isn't really good. The white almost bubble like thing is where his right eye should be in the pic. There are a bunch of air bubbles everywhere, so don't be concerned about that.

I can't see it. But if you describe it as fuzzy, you should move him to a hospital tank and dose Methylene Blue, or do a bath for him. Having a cycled tank is very inporimpo for every fish so they don't get poisoned to death with ammonia, so here's a helpful guide about the nitrogen cycle.
