What is going on with my neon tetra?

Ive had these neon tetra for a year now, and they have been fine. I recently moved them to my 10 gallon and they are no longer playful or active. My 10 gallon was already cycled 1 year ago. Ive been treating with paraguard for 2 weeks and it hasnt made any difference. One neon tetra in particular looks to be in terrible shape and now seems to have lost control of swimming capabilities. Photos attached. I need help identifying what this is so I can tackle it.

What tank size were they in before? What is the full stocking of the tank?

They were in a 29 gallon before.

The stocking in the 10 gallon is 9 neon tetra and 3 bumblebee goby.

Could be that they’re just adjusting to the smaller tank . Unfortunately Neons can be a bit more fragile than other fish when it comes to moving them..

Awww...it looks like I am going to lose the one I posted the photo of. It is swimming upside down now.

Thanks for your help. I hope the other 8 neons I have won't be affected as badly.

It looks to me like a bacterial or fungal infection on that one. That one looks rough and torn up.

Ive been using paraguard for 2 weeks and it looks like it had no effect. Anything else I could/should be doing?

It’s possible that they are all stressed from the meds, can you quarantine the neon tetra(s) that look the worst?

I unfortunately don't have an extra quarantine tank. My 29 gallon has new fish I bought in it. I'll stop using the paraguard if it may be causing stress.

Ok, now that you’ve stopped I would do a 25% water change in case there’s something going on that we can’t see.

Para hairs might kill the parasites but it seems like bacterial or fungal infection. I’d treat with antibiotics or an anti fungal.

Paraguard is also supposed to treat bacterial and fungal infections too.

"ParaGuard employs a proprietary, synergistic blend of aldehydes, malachite green, and fish protective polymers that effectively and efficiently eradicates many ectoparasites on fish (e.g. ich, etc.) and external fungal/bacterial/viral lesions (e.g., fin rot). It is particularly useful in hospital and receiving tanks for new fish and whenever new fish are introduced to a community tank."

How do the other fish look? That seems more like an all natural cure and IMO those work spotty at best. Also looks like long treatment times and needs to be dose daily from what I read on the web.
