I will soon be getting a 13 gallon tank (without a heater) and am unsure on what type of fish are ok with this size. I want them to be as happy as possible as well as being easy ( I am a complete beginner. I really like virus but from my research I don't think they will we suitable.

I don't know too much about fish that can live without a heater, but from what I've heard white cloud minnows would be suitable, but someone who has more experience should confirm on this.

Would you be willing to purchase a small heater? That will open up a lot more possibilities in terms of the types of fish you can have.

Platies or guppies would do fine in a 13 gallon. I live in the tropics so mine don't require a heater at all. Alternatively you could consider a school of neon tetras, which would look beautiful.

Thank you, what would be alright with a small heater?

Is the tank 13gal long, or high?

    That could affect stocking suggestions.

Perhaps check out ember tetras or galaxy Rasbora? I'm sure someone will come along soon with more advice.

    How long is the tank?

Here are some options (with a heater)

    1 male platy
    8 CPD
    2 Asian stone catfish
    6 Amano shrimp
    1 nerite snail
    1 mystery snail

    Or
    1 male endler
    8 Ember tetras
    8 Amano shrimp
    1 nerite snail
    1 mystery snail

    Or
    1 betta
    1 nerite snail
Possibly shrimp depending on betta's temperament

    Or
    1 dwarf puffer

You could have a school of small cories if you want then. Panda cories or pygmy cories would be good.
