What does it mean to follow or ignore someone?

What does it mean to ignore or follow someone? Will I get notified whenever someone posts if I followed them? Will the ignored person still be able to see my posts and will I be able to see the ignored person’s posts?

When you follow someone you will not get notifications. There is a "following" in your profile page that will lead you to a page that shows you what the people you follow have posted or answered. Thats all.

You will not see posts of someone ignored but they will still see yours.
