I would reccomend rotala rotundafolia. I have it in my low light tanks and I cant reccomend it enough. It grows super quickly once it settles into the tank and you can just cut it and plant it again when it gets too tall. I have way too many of it now lol and I dont know what to do with it! Do you have root tabs?I want some low light backgournd plant.

Im pretty sure he meant 29 gallon lolLights vary so much now days that I find it hard to recommend a watt/gallon. But, I'd say that 16watts of any kind of light on a 209 gallon is very low light.
I have 180 watts of Kessel LED light over my 150 gallon, and it is just barely enough to grow my hairgrass. I'll probably be adding more light down the road to get the kind of growth I want.
I think you'd have the best chance sticking to low light plants like java fern, anubias, and bucephalandras. You can make these background plants (in a way) buy attaching them all over driftwood.
