Last week I finished cycling my 10 gallon tank, did a massive water change and took the media from that and swapped it with a non-cycled 20 long tank (w/ fish). I then took the media from the non-cycled 20 gallon and put it in the 10 to cycle that. For the first couple of days everything looked normal. Ammonia, nitrites and nitrates would show up in the morning water test. I'd dose ammonia to get it between 2-4 ppm and add a capful of Stability. This morning ammonia looks like it barely changed at all from yesterday. It's at around 2 ppm. Nitrites are at 0 now, and nitrates are way high, 80+ ppm. Do high nitrates stall a cycle?

Yes high nitrates can harm BB like it would fish & stall the cycle. Are you also using Prime conditioner when doing WCs by chance? If you're not using a conditioner, then the BB will die as fish would. I would do a WC, then add back temp matched, conditioned water and dose ammonia up 2ppm again then test your water
