Weird behavior - how young do angels pair?

I have 6 angels in my 45g and so far I have 1 pair. 3 are pretty much full grown and 3 are still juveniles. My plan is to get 2 pairs if possible (so there won’t be a need to fight over females) and rehome the remaining two.

Im noticing now, however, that two of the smaller angels are spending a lot of time cleaning plants and rocks, near each other. I haven’t really seen pairing behavior though? One of them has his breeding tube out, the other’s sex is still not confirmed. Is this breeding behavior, or are they just “hungry”? They just seem so young still.

Pictures attached are of both angels and then the one angels breeding tube.

Have they been chased around a good bit? Are they the 'runt' of the pack? They may be hiding from the larger ones. Good luck!

Spending time together and cleaning surfaces are common breeding behaviors. What do you consider breeding behavior? I am just curious what behaviors you expect to see and are not seeing. since you said you are not seeing breeding behavior from them. I am just trying to clarify since I'm not there to see their interactions!

Angels reach maturity as young as 6-8 months. But 10-12 months is more common. Its not about size, its about age. Do you know how old they are?

I'm not sure how old they are but one was quite young when I purchased him. He still hadn't grown a tailfin. I bought him in July. (The one currently showing his male breeding tube)

Yes, but the one I thought was the male was actually the female lol.
