My tap water has fairly high ph(7.4-8.1) and I need some ways to lower ph, that won't effect the plants, I heard adding driftwood will help but does it really make a noticeable difference?

It can if you let the tannins leach, but usually lowering the pH isn't needed. Why do you need to lower it?

I heard that neon tetras are very sensitive to ph levels, and i'm planning on getting some.

You just need the pH to be stable. I keep discus that "need" a pH of 6-7 but I keep them in 8.1. Fish just need stable pH instead of "perfect" pH. I would keep the pH the same as the tap.

Hardness more so than PH. They don't require the water they do in the wild as the chances are about 99% yours will be tank raised many generations. Neons are one of the few species I can't adapt to my well water but it is very hard, with KH off the charts.
