Maybe neon tetra disease. If there is nothing else in the tank you can treat the tank though if there are other fish remove them into another tank if possible and wacth the remaining neons. Not sure tank size, occupants, etc.?

As ATM has pointed out, it could be the Neon Tetra Disease. It could be something else as well. Are the fish eating normally? Is their coloration normal, or are they pale? Do you see any swelling anywhere on their bodies? Do they swim with balance or are they swimming on one side? Any growths (like salt-like grains or cottony-growths) on their bodies?

Besides, how large is your tank, and how many and what other fish do you have in there? What are your ammonia, nitrite, and nitrate readings?

Sorry for all of these questions, but they can help determine what exactly is wrong with your fish.

Is it the head or tail that is pointing up?
