Valentini Puffer Stressed, Why???

    My valentini puffer was moved to a relatively new tank, about a week old, but I've been using stability and I've had success with the product before. He was hugging his rock after being added to the tank, so I put in food and he showed interest. Then swam over and started swishing tail,at reflection. Then back to hugging rock. Its hard to see in the picture, but his face is darker and blotchy. Breathing kind of hard. I'm,not sure why he is stressed. Even if my heaters were broken, the house is 73 F, so I don't think it can be too cold. Salinity is 1.022 , ph is about 8, no ammonia or nitrite, barely any nitrates. A snails and a hermit crab (?) Came with live rock I brought and he's now clinging to.
