I was thinking of adding uv lighting to my tank to hilight some of occupants blues, would like you're thoughts please.

I have seen they claim to "clean" the tank too?

The lighting you seem to want is blue actinic lighting used in reef aquariums. Not cheep.

As for sterilizing the water you need a UV sterilizer. I have these on all our aquariums Mean Green Killing Machine. I use both the large and small sizes.

Blue LEDs work just as well in my option - actinics tend to be too purple for my liking.... - so would reccomend them. Cheaper to run, and could be easier to source.

True to a point. The blue LEDs will not give the fluorescence I think he is looking for. *shrug*

Royal blue LEDs - commonly used for marine aquariums - would be at a similar spectrum to the actinics...
