Sure, have at Its safe to hold water, so its safe to put in water. Just rinse it off with hot water, first.

You can cover it with silicon and decorate it. Roll it in gravel, stick some plants on it, whatever you like =3

You can buy silicon from pet stores, hardware stores, and maybe even craft stores. Just be sure its not mold and mildew resistant, and such. Some will even just say Aquarium Safe, or something like that. Pretty much, if its not clear, don't buy it

If you don't put something on the outside of it, you may end up with some very confused fish swimming in circles wondering why they can't get out. ;D
That happened to me when I put a small glass vase in one of my tanks.

You can also buy silicone at walmart. Fish safe silicone should say 100% silicone.

Oh I was gonna put it side ways like a flower pot only one way in and out I would bury a couple inches of it on the ground so it's like sideways
I don't want to cut it and risk breaking it

You can go to any pet store and buy tank sealant, its silicon but used for crack and such. Has the same effect.

If you're covering plants, just remember that some of them need space to grow upwards, so don't restrict that too much, and try to position it so that inside isn't a complete dead spot; you want to be sure they're getting enough CO2 Other than that, I'd say go for it; I plan on using some former betta vases for my 75, because my big fat fish won't fit inside standard decorations, and because the more surfaces for algae to grow on, the better (for my tank, not necessarily for everybody's lol).
