Trace Ammonia In Water After 35% Water Change. Normal?

I noticed I have a tiny amount of ammonia after a 35% water change (which in turn has 70% RO water, 30% tap). Test kit reads it about .25ppm

Is this normal? I found out on the internet that the tiny ammonia is due to the water conditioner breaking up chlorine into ammonia, then rendering said ammonia safe for the fish while the filter consumes it, but it will still show up in the test kit.

Have you guys found out traces of ammonia after water change/adding prime?
