Too much tetra safestart plus?

I have a 29 gallon tank that I'm setting up and I have 2 bottles of Tetra Safestart Plus. Each bottle is for up to 20 gallons.
I've read everywhere that you can't overdose it. I was thinking of adding a 3rd bottle. Would this help at all?

I could be wrong, but i don't see how starting with more of a bacteria boost is a bad thing

The problem is, what are those bacteria going to eat? If there isn't enough ammonia to sustain all that bacteria, then the bacteria will simply die off and produce more ammonia themselves as they decay. It seems pretty counter productive honestly, and kind of a waste of money.
