Thin Bottom Layer Of Flourite, Middle Layer Of Medium Sized Gravel, Top Layer Of Small Sized Gravel?

I'm doing a complete rescape of my tank. Right now I have have two equal layers of flourite and medium sized gravel. Two problems with this. One, when I gravel vac, it's a little hard to pick up the gravel. Two, it also vacs the flourite which clouds my tank and makes it dirty and clogs my filter. I'm thinking this time of only doing a thin layer of flourite as I do not want to throw all of it away, and putting the medium sized gravel on top of it, not only to block the flourite from getting to the surface but also so my plants don't float up when I put the small gravel up top. Will my plants still take advantage of a thin layer of flourite at the very bottom?
