Plants do help with nitrates but aren't going to solve your problem. I would buy freshwater from a store and still dechlorinate to be sure but sometimes the tap will return to normal after some time.

This has been a problem for a few weeks now I'm not sure if the water company is aware of this or it's always been Like this, I've always had some nitrates but nothing crazy but now it's going off the charts

Maybe contact your provider and see, this all seems wrong. If it's not on their end you have something else going on. I don't think tap is supposed to contain ammonia nitrites or nitrates. Until then sometimes a LFS will sell 5 gallon jugs of freshwater. I know petco usually does.

I'd call the water company and see if you can't get traction.

40 nitrate 10 nitrate and .50 ammonia

Is that in the aquarium or straight from the tap?

I'm guessing you meant 1.0 nitrite. 10 nitrite isn't safe for anyone.
