Tannins for hillstream loaches???

As long as they don't lower pH and GH below recommended values for the loaches, it should be fine. Quick search says the recommended pH is 6.5 - 8, and recommended GH is 4 - 12.

They come from clear rocky streams. I don't think you need them.

What's exactly your situation? Is it a new tank with new driftwood, or you added new driftwood to the old one? Do you already have the loaches or are you thinking of getting them? What are your water parameters? As I've said above, as far as I know tannins by themselves are harmless, but they can affect pH and GH, so that's what you should be monitoring.
