Did you take the carbon out of the filter? Carbon will remove the meds from the water before it gets to the fish. Also, sometimes light affects the meds (not sure about this one).

What size tank and stocking?
What are all the water parameters (tanks and source water)?
What is the tank temp?
Do you have pictures of the fish?
Are the fish exhibiting any other behaviors (flashing, laying on bottom, red gills, etc.?)

What water conditioner do you use?

pH is ok as long as it doesn't fluctuate.
How did you acclimate the fish?

Once you are sure of the diagnosis, I would just treat for that. After you have finished the treatment and the fish are no longer symptomatic, you can cycle the tank.

After the ick has cleared, the first treatment for fin rot is clean water (lots of water changes). Are you sure about the fin rot?

What kind of fish and how many are you stocking. Do you know about the nitrogen cycle? Your test results indicate that your tank is not cycled, which is probably your main problem. But if you're overstocking the tank, it's possible it won't be able to stabilize either way and you'll continue to have the same issues.

I do know about the nitrogen cycle and have been trieing everything to get to cycle. I use safestart water conditioner I went and got apI quick start and add a bunch of that. waited over a week ammonia went up a little. then asked for help again someone told me to go get tss+ and do a water change with prime the day before when I was going to but it in was when I saw the ick so I could not use it instead the pet store told me to give them apI super ick cure so I have been I also have lost 2 fish. so my tank has 3 guppies who are all having ick and what I think is fin rot on their tails

So...you removed the carbon from the filter before treating for ick?
At this point, I would finish all treatment then start cycling from the beginning.
What is the tank temp?
Try to post pics, maybe someone here might be able to diagnose the fish.
Are the fish exhibiting any other behaviors (flashing, laying on bottom, red gills, etc.?)

I did remove the filter. it goes between 76 to 78. it is both of them but more the yellow one
when you say start from the begining do you mean clean everything and start agian or just big water changes and add everything again

Just remove the carbon, not the whole cartridge.
Not sure what you mean about yellow.
Waterchange and TSS.
Can't see pics well, now on phone. Hopefully someone can help with diagnosis.

I read on here that you can gradually raise the temp to 86 and get rid of ich that way. that's what I did with my betta and he's cleared up now. I'd do that and try again to cycle the tank. Grab a 3.38oz bottle of TSS at the store and that will help you cycle really quick. I've cycled TWO 10 gallon tanks, and a 5 gallon all in a week. 2 were fishless cycles, and one of the 10 gallons was a fishin cycle, and of those fish none were lost.

If I do end up losing all of them I might try a fishless cycle I just have add trouble finding pure ammonia. I'm going to also order a differnt heater that I can change the temp mine is auto to 78

It looks like you treat for 5 days, then do a water change.

TSS needs 2 weeks before a water change (won't be cycled by the time of the required ick meds water change).

If you removed the filter, the beneficial bacteria (bb) will have no place to colonize and start the cycling process anyway.

Pure ammonia can be purchased at a hardware store, make sure it doesn't bubble when you shake it. The bubbles indicate additives in the ammonia (not pure).

If you raise the water temp, it contains less oxygen. Use an aerator or put the filter back at a higher level so the outflow will disturb/aerate the water.
