Super Small Angel Fish

So my little black one wasn't thriving in a bigger tank with 2 others. I got all 4 of my angel fish at the same time. I moved "her" in to the 29 with my other one. She's about quarter size where everyone else is 1/2 dollar size. She doesn't feed like the others. She just picks along the leaves and ground. Even with blood worms she still waits til they are on the bottom and even then maybe eats 1. She picks on the snails. I'm rather worried about her since everyone else is so much bigger and she's just so tiny. My bigger one leaves her alone. They sometimes swim together not fighting or picking on each other

Is she Ok?
Will she always be so much smaller than the others?

If they're not fighting and the smaller one is still foraging for food you have no reason to worry. I notice the exact same behavior whenever I add baby angels in with adults. Eventually it'll sum up the courage to aggressively eat at the top.
