Stressed Neon Not Eating

I have 14 neon tetras in a 38 gallon planted aquarium with bladder snails.
KH = 70ppm GH = 120ppm PH = 7 ammonia/nitrite/nitrate 0/0/>5 TEMP = 74 Fahrenheit

One neon has started to rapidly open his mouth, completely stopped shoaling behavior, and stopped eating. His coloration is also slightly pale on the red side but the blue stripe is still vibrant. No other signs his gills aren't red hes not gasping at the surface he just hangs out in one general area of the tank centered amongst the other fish and avoids any confrontation with the others. There are hiding spots in the tank if he really wanted to separate himself from the other fish but he seems content with being somewhat out with the fish.

This is the third day since this has started and nothing has changed other then hes not opening and closing his mouth as rapidly. Could this fish bounce back? Should I try something to give him some sort of boost like live food or garlic?

How old is this tank? When was the last time you added fish? Did you use a QT? What do you feed? What's your water change schedule and how much?

Take a good look at his fins, body, mouth, and eyes. Anything cloudy, white, torn, red, etc?

Also check the other neons. They might not be showing any behavior but may show other symptoms.

Tank has been set up with fish for over a year now. I added quarantined 5 neon tetras for a month which I then added to the main tank about 2 months ago. I feed flake daily and every other day feed flake in the morning and either freeze dried bloodworms, brine shrimp, daphina, or tubifex in the afternoon. I do 30% water change weekly but lately I've been doing 20-30% every half week.

Fin's aren't moving quite as rapidly as the other neons (since neons move their fins so quickly its hard to even see their pectoral fins) but his are visible and not moving as quickly.

He had a small white part on the top of his mouth before this but it didn't look like a fungus and has now completely gone away. But now his mouth opens and closes rapidly and that's all I'm noticing at the moment.

Eye's seem good and I don't see any other signs. No cloudy eyes no white spots his fins aren't torn at all (even my healthy neons have a few torn tailfins since they just settled their pecking order)

The other neon's are as healthy as I've ever seen them they are vibrant, active, and swim up to me every time I enter the room. Other than a couple with slightly beat up tailfins I can't pick out any other symptoms.

I should note this fish generally always liked to be somewhat separate from the group so his behavior at the moment isn't exactly out of the ordinary. (other than the rapid mouth movement and refusal to eat)

thanks, yeah nothing much changed. It has been nearly 3 weeks since this fish has eaten and his color has gotten progressively worse. He still swims around to the beat of his rapid mouth movement. I was just thinking about taking the fish out and putting him in quarantine. At this point I feel like doing so would ultimately just kill the fish. Not really sure what to do at all since I have no idea what's happening.

I would put him in quarantine. See what happens. If he has a illness you will want to protect that tank.

That's what I was thinking Fashooga I don't know what's causing this but I do know if the fish stays this way hes going to be more and more susceptible to contracting a contagious disease. I'm going to put the fish in quarantine today. At this point it's more about keeping the other fish healthy.
