Strange Bubble On Betta Eye

Hello all!

I was in PetSmart today buying some other pet products and naturally I had to go over and see the betta fish (currently own two).

Needless to say, all were very small and underweight. I then found this halfmoon dumbo male and I noticed right off the bat that he seems to have a bubble encapsulating his right eye? Not all of the way, it seems to be encirlced but his eye is visible through it.

I included pictures as I am very confused. It doesn't look like pop eye to me. I was wondering if maybe it was a tumor? The little guy is at my house in a heated tank currently. He also has some bad fin rot. Any help or advice would be appreciated!

It almost looks like drop eye...... I've personally only heard of drop eye happening on arowana but I'm sure it does happen in other species.
