Strange algae

I've been introducing plants to the tank recently and i just spotted this. It's a strange blue cobweb like Algae (I think its Algae but I'm not to sure). When I removed it, it kept its form and didn't break. After I removed it it was barely visible to the human eye. It was quite slimy so I'm not sure if it's Algae or not. If anyone can identify this that would be great.

I had this once, when I was at my dad's house my hatchetfish died and I came back on Sunday and this surrounded it. But it's probably for any organic matter.

From the description it sounds like it could be cyanobacteria, but havent seen that colour before.

Seems to me like its just dense biofilm.... Happens in cycling tanks and tanks with high dissolved organic matter

The white dots at the base are just gravel that has been moved around. The white dots in the middle were oxygen bubbles
