How many rummy nose could fit in 35 gallon tank (76cm long)?

I would say probably about 20-25ish, if that was all you had In there. It also depends upon what type of filtration you have or will have in your tank, and if you were to have other fish in there.

And Rummynose Rasboras are a thing, they are just a lot less known about then the tetras

Rummy Nose Rasbora They do exist

Any way in a 35g you should fit 20 to 30 Tetras in comfortably maybe even up to 40 if your tank is over filtered if that's the only species you're going to have in there.

Going to 40 is a terrible idea. Just because you have plenty of filtration doesn't mean you can put as many fish as you want. The tank is only so big.

I havent make up my mind yet. I want cardinal but also like rummy nose tight school. I would also like to add a single ram if possible

I didn't say he should, just could (IMO), & he certainly can't if he's going to stock Cardinals & a Ram as well.

I would probably start with 20 cardinals and a ram, see how it looks. More can always be added latter if it doesn't seem like enough.

I heard rams are aggresive toward each other especially male. also i dont want them to breed. I would like to keep only a single ram

The females aren't aggressive towards each other.

That combo would make you about 70% stocked depending on your filtration.

A good turn over of water for a 35g is around 4x (140gph) so you're well filtered at 7x (245gph) even if the flow is reduced a bit by pipe bends / elbows & filter media.
