I have 20 gal tall with s.repens, dwarf hairgrass, and Amazon sword. I was planning on putting in there 8 black skirt tetras, 6 false jullii cory cats, 10 cherry shrimp, 3 ottocinlus, and 1 powder blue dwarf gourmi. Would that work?

Sounds good! Be ready to trim the Amazon Sword a lot. I also might up the otos from 3 to 5 or 6. And watch the DG, they can be very aggressive. I've never had a good experience with one.

Is there any other type of small algae eating fish that doesn't need to be in a school

I feel like if I get 6 ottos my tank would be over stocked

Maybe a bristlenose or rubbernose pleco? I had a rubber in my 20 for a while

    I wouldn't do a pleco in a 20 high.

They have high bioloads and are not small. Even the smallest available in the hobby should have a longer tank, imo.
