I have a double sponge filter with the media compartment, with a powerhead to circulate the water through the sponge. Now, I used some aquarium safe silicone on part of the air tube. This silicone didn't hold in one spot, so water has been bypassing the sponges and the media. I can't really leave the filter out for the silicone to cure, so I can put the silicone on and let it cure underwater?

No, besides it not curing underwater, the silicone is likely to be toxic until its cured.

Do you have pictures of the problem area. I'm trying to visualize what you mean, but I just can't grasp it yet. ^_^
