I'm not the best at drawing or digital art, but I've been practicing some digital photo effects and I hope you like it.
Smoke: This one doesn't look great because I used a low quality cellphone image, but you get the point.

Double Exposure: I used a better quality betta image on this so it looks better than the smoke. The background I got online from a free stock website and has no copyrights whatsoever. It is also free for distribution, but you are not allowed to charge for it.

Paint Splatter: The clownfish isn't cropped well but it looks fine

I will be making these for people, but here are some guidelines and suggestions:
For smoke effect, it is HIGHLY RECOMMENDED that you use fish without any bristles or spiky tails (gouramis and bettas), etc. Resolution doesn't matter.
For double exposure, please PM me a link to the image you want as a background. Please don't use shutterstock, etc. images, and instead use images from sites like Pexels and Pixabay to avoid copyright infringement.

When I'm completed with the art I will post it here, and if Mike says its ok for me to PM people download links then I will also PM it to you.
