My girlfriend got her makeup all over my submersible pump that I use to do water changes. They only why I could get the makeup off was to soak it in dish soap and water now do i make it safe to use in the tank again

Try power washing with a hose, then submerge in water for a day. After that, completely sun-dry it, then rinse it one last time in the sink.

Give it a good scrub with a soft bristled brush, all the parts you can reach with as hot of water you can stand.
Normally soap residue outside of tanks (silicone likes to absorb too many things lol) isn't too hard to remove, it just takes a lot of washing.
